The passage of the Asiatic Registration Bill by the Transvaal Parliament marked a pivotal development in South Africa’s colonial history. This legislation mandated that all Asians, eighteen and older, residing in the Transvaal region, required to register with the authorities. Registration necessitated the submission of fingerprints and the carrying of registration certificates at all times. Failure to comply could result in severe penalties, including fines, imprisonment, or deportation.
The bill primarily targeted the Indian community, led by Mohandas Karamchand Gandhi, who had already been vocal against such discriminatory measures. Gandhi saw the bill as a gross infringement on civil rights and personal dignity. In response, he mobilized the Indian community through non-violent protests and passive resistance, laying the foundation for his philosophy of Satyagraha.
This legislation aimed at controlling and monitoring the movements and activities of the Indian populace, who were perceived as economic competitors and a social threat by the European settlers and the colonial government. The colonial administration justified the bill as a necessary tool for maintaining public order and managing the demographics of the region.
From a statistical standpoint, the law affected approximately 13,000 Indians in the Transvaal territory. The enforcement of biometric registration was one of the first instances of such surveillance measures, setting a precedent for future governance practices in the colonial and post-colonial world.
The immediate aftermath saw large-scale civil disobedience. Indians refused to register, burning their registration forms in public bonfires. This mass resistance drew international attention to the plight of the Indian community in South Africa, and also to Gandhi's methods of peaceful protest. Over time, it led to the stratification of a broader, more cohesive nationalistic movement, formally uniting various factions toward a common goal of opposing colonial rule.
