United Kingdom launched the NHS Organ Donor Register (ODR), establishing a centralized database to record individuals’ decisions about organ and tissue donation after death. The register was created by the National Health Service to ensure that healthcare professionals could quickly confirm a person’s donation wishes, replacing the earlier reliance on paper donor cards.
The creation of the register provided a structured system for documenting consent and supporting transplant coordination across England, Scotland, Wales, and Northern Ireland. Individuals were able to register their decision to donate specific organs, including kidneys, liver, heart, lungs, pancreas, and corneas. Over time, registration methods expanded to include postal forms, online services, and applications linked to the Driver and Vehicle Licensing Agency (DVLA).
