The Antonov An-28 was developed as a light twin-engine turboprop transport aircraft designed for short takeoff and landing operations on small or unprepared airfields. The aircraft completed its first flight on 17/07/1969 in Kyiv, Ukrainian Soviet Socialist Republic, Soviet Union. It was created by the Antonov Design Bureau as an improved successor to the Antonov An-14, with a larger payload capacity and enhanced performance for regional transport, cargo operations, and utility missions.
The aircraft features a high-wing configuration and fixed landing gear designed to support operations from short runways and rough terrain. The An-28 is powered by two turboprop engines driving three-bladed propellers, providing the aircraft with the capability to take off and land on airstrips as short as around 500 meters, depending on load and conditions. The aircraft can typically carry 15 passengers or approximately 1,500 kilograms of cargo. The cabin includes a rear cargo door that allows the loading of freight or equipment, and the aircraft can be configured for passenger transport, cargo missions, medical evacuation, or parachute training.
After the initial flight tests, further development and production arrangements were made with Poland. Serial production of the aircraft was carried out by PZL Mielec beginning in 1978, where the aircraft was manufactured primarily for export and regional operators. The aircraft entered operational service in 1986, and several variants were produced for both civilian and military use. Later developments based on the An-28 design included the PZL M28 Skytruck, which incorporated upgraded avionics and improved performance.
The Antonov An-28 has been used in regional aviation, military transport, and specialized missions in several countries. Its design emphasizes reliability and the ability to operate in remote areas with limited aviation infrastructure.
