The United Nations initiated efforts to develop the Global Compact on Refugees and the Global Compact for Safe, Orderly, and Regular Migration. The goal was to create a coordinated international response to the challenges posed by migration and refugee movements. This initiative emerged in response to the increasing number of displaced persons, with over 65 million people forcibly displaced worldwide, including 22.5 million refugees.
The Global Compact on Refugees aimed to provide a stronger framework for more predictable and equitable responsibility-sharing among states. It was designed to enhance support for refugees and host countries, improve refugee self-reliance, and support conditions in countries of origin for safe and dignified return. Key components included improving access to education and livelihood opportunities for refugees, strengthening infrastructure and services in host countries, and promoting solutions through resettlement and local integration.
The Global Compact for Safe, Orderly, and Regular Migration sought to address all aspects of international migration, including the humanitarian, developmental, and human rights elements. It emphasized the importance of protecting the rights of migrants, ensuring safe and dignified return, reintegration, and combating trafficking and smuggling. The Compact also encouraged cooperation between states, strengthening data collection and sharing to better understand migration patterns and needs.
By advocating for these compacts, the UN aimed to enhance international collaboration and build stronger support networks for migrants and refugees. It encouraged countries to adopt a more unified and strategic approach to migration management, reducing the burden on individual states and promoting solidarity.
Both compacts received wide support from UN member states and various stakeholders, including civil society organizations, which played a crucial role in their development. The initiative represented a significant step towards improving global migration governance and addressing the root causes of displacement and migration in a holistic manner.
