The Ukraine Recovery Conference 2025 (URC 2025) was held in Rome, Italy, on 10–11 July 2025, serving as a major international platform to coordinate global efforts in Ukraine’s post‑conflict reconstruction. Co‑hosted by the Italian and Ukrainian governments, the conference brought together more than 4,000 participants, including heads of state, ministers, EU representatives, international financial institutions, private sector leaders, and civil society groups. Its central aim was to mobilize financial support, investment, and technical expertise for rebuilding Ukraine’s infrastructure, economy, and public services while fostering reforms and European integration.
During the two-day event, discussions focused on key sectors including infrastructure redevelopment, energy, agriculture, social services, and digital transformation. Ukrainian President Volodymyr Zelenskyy addressed attendees, highlighting progress in reform implementation and the need for continued international solidarity. The European Union pledged significant financial support, with a €2.3 billion package announced to facilitate projects expected to leverage up to €10 billion in private and public investment. Additional initiatives included launching programs to strengthen scientific research, innovation, and education, ensuring sustainable long-term growth. The URC 2025 underscored the global community’s commitment to Ukraine’s recovery, emphasizing collaboration between governments, international institutions, and the private sector to secure resilience, economic revitalization, and European alignment in the post-war period.
