In the wake of achieving independence, Tanzania faced the challenge of defining its socio-economic path to ensure equitable development. To address these challenges, President Julius Nyerere articulated The Arusha Declaration. The Declaration served as a cornerstone document, outlining the nation's commitment to Ujamaa—an African form of socialism based on communal living and collective ownership.
Tanzanian society at this time was largely rural and agricultural, with 85% of the population engaged in farming. With an economically diverse population and varied tribal dynamics, there was a need for a unifying framework to steer national development. The Arusha Declaration emphasized self-reliance and rural development over urban industrialization. It proposed the nationalization of major means of production, including land, banks, and major industries, putting them in the hands of the state to prevent exploitation and ensure fair distribution of resources.
One of the central tenets of the Ujamaa policy was the formation of collective villages, or Ujamaa Vijijini. This aimed to consolidate dispersed family farms into cooperative units to maximize productivity, provide social services, and enhance social cohesion. The government encouraged voluntary relocation to these villages, although in practice, these often became compulsory.
The impact of the Declaration was multi-faceted. On one hand, it successfully created a sense of unity and purpose, rallying the populace around a shared vision of a self-reliant society. On the other hand, the policy faced implementation challenges, including resistance from peasants accustomed to traditional ways of living, logistical hurdles, and inefficiencies that led to decreased agricultural productivity.
Despite its mixed outcomes, The Arusha Declaration left an indelible mark on Tanzania's socio-political landscape. It established the principles that continue to influence the country's development policies and is studied for its ambitious approach to achieving equitable, indigenous economic development.
