In 1999, the Rwandan government introduced a pioneering health insurance system known as mutuelles de santé, aimed at decentralizing the financing and management of healthcare to local communities. This initiative was a significant step towards improving access to healthcare for the Rwandan population, particularly in the aftermath of the 1994 genocide, which had devastated the country's health infrastructure. By the mid-2000s, the mutuelles were implemented nationwide, supported by various international development partners. Initially, the annual premium for this health insurance scheme was set at US$2, making it affordable for many. Since 2011, the premium rates have been adjusted on a sliding scale, ensuring that the poorest members of society pay nothing, while the maximum premium for adults has increased to US$8. As of 2014, the success of this initiative was evident, with over 90% of the population covered by the mutuelles de santé scheme. This remarkable achievement highlights the effectiveness of community-based health financing in enhancing healthcare access and improving health outcomes in Rwanda.
