In 2013, the University of Rwanda (UR) was established through the merger of the former National University of Rwanda and several other public higher education institutions. This significant development aimed to streamline and enhance the quality of tertiary education in the country. Prior to this merger, Rwanda's secondary education system had transitioned from offering curricula in both French and English to exclusively English, reflecting the nation's growing integration with the East African Community and the Commonwealth. The establishment of UR marked a pivotal moment in Rwanda's educational landscape, contributing to an increase in the gross enrollment ratio for tertiary education, which rose from 3.6% in 2006 to 7.9% in 2013. This growth in enrollment is indicative of the country's commitment to improving access to higher education and fostering a more educated populace. Furthermore, Rwanda's literacy rate has shown remarkable improvement, climbing from 38% in 1978 to 78.8% in 2022, underscoring the positive impact of educational reforms and initiatives over the decades.
