In the initial stages of rebuilding Europe after World War II, a significant strategic proposal emerged, known as the Schuman Declaration. Spearheaded by French Foreign Minister Robert Schuman, the proposal sought to prevent another devastating conflict by fundamentally transforming relations between European nations.
The Schuman Declaration outlined the creation of a supranational organization designed to pool the coal and steel production of its member states. The aim was to ensure that these key industries, vital for military infrastructure, would be collectively managed and thus remove the practical means of waging war against each other. Luxembourg, together with France, West Germany, Italy, Belgium, and the Netherlands, became a founding member of this pioneering entity which came to be known as the European Coal and Steel Community (ECSC).
The ECSC marked the first step towards economic integration in Europe. By placing the coal and steel industries under a common High Authority, it addressed both economic recovery and military security. The plan was met with considerable support, as it promised to foster economic collaboration, create jobs, and establish a peace-keeping framework. This agreement involved substantial production capacities; it encompassed approximately 10% of coal and 20% of steel production in Western Europe at the time.
