In response to the challenges highlighted by the Ebola outbreak in West Africa, the World Health Organization (WHO) recognized the need for a more robust emergency response mechanism. The outbreak exposed critical weaknesses in health systems, particularly in developing countries, and led to widespread criticism of WHO's operational inefficiencies, including its bureaucratic processes, inadequate financing, and staffing issues. To address these shortcomings, WHO's Director-General announced the establishment of a $100 million Contingency Fund aimed at facilitating rapid responses to future health emergencies. This fund was designed to ensure that resources could be mobilized quickly in the event of outbreaks or other health crises, thereby improving the organization's ability to respond effectively to similar situations in the future.
