In October 2011, the Wikimedia Foundation officially announced the launch of Wikipedia Zero, a mobile access initiative designed to provide free access to Wikipedia on mobile phones in developing countries. The program aimed to remove mobile data costs for users accessing Wikipedia, particularly in regions where internet affordability remained a major barrier to information access. Wikipedia Zero was introduced during a period of rapid mobile phone adoption across Africa, Asia, Latin America, and other emerging internet markets. In many countries, mobile devices represented the primary or only method of accessing the internet, but data charges often made educational and informational websites expensive for large portions of the population. Supporters viewed Wikipedia Zero as a practical solution for expanding access to educational content in underserved regions. Critics argued that zero-rating programs could conflict with net neutrality principles by giving selected websites privileged treatment over the broader open internet. The Wikimedia Foundation responded by emphasizing that Wikipedia Zero was non-commercial, advertisement-free, and designed specifically for public educational benefit. Over the following years, Wikipedia Zero expanded through partnerships with dozens of mobile carriers worldwide and reportedly reached millions of users. The initiative continued until the Wikimedia Foundation gradually phased it out in 2018 as global mobile internet costs declined and broader internet accessibility improved in many regions.
