In April 2013, France’s domestic intelligence agency, the Direction Centrale du Renseignement Intérieur (DCRI), became the center of a major online censorship controversy after pressuring a volunteer Wikipedia administrator to delete an article from the French-language Wikipedia. The dispute involved an article about the Pierre-sur-Haute military radio station, a French military communications facility located in central France.
The controversy began when the DCRI contacted the Wikimedia Foundation, the non-profit organization that operates Wikipedia, requesting removal of the article. According to Wikimedia representatives, the agency did not clearly identify which specific information in the article was classified or unlawful. Wikimedia declined the request because the material was publicly sourced and had already appeared elsewhere online.
After failing to secure removal through the Wikimedia Foundation, French intelligence officials summoned a volunteer administrator of the French Wikipedia who lived in France. Reports indicated that the administrator was pressured under threat of arrest and criminal charges to delete the article. Although the administrator reportedly had no prior involvement in writing the page, he temporarily removed it from the encyclopedia following the meeting with authorities.
The deletion quickly triggered international attention within the Wikipedia community and among digital rights organizations. Editors restored the article shortly afterward, and the controversy led to widespread republication and translation of the content across the internet. In what became known as the “Streisand effect,” attempts to suppress the article resulted in significantly increased public attention toward it. Within days, the article became one of the most viewed pages on the French Wikipedia.
The incident sparked broader debate about government pressure, transparency, freedom of information, and the role of volunteer editors within globally accessible online platforms. Wikimedia Foundation representatives publicly criticized the actions taken against the administrator, arguing that the pressure exerted by French intelligence authorities undermined Wikipedia’s collaborative and open-access principles.
At the time, the DCRI served as France’s domestic intelligence agency responsible for counterterrorism and internal security operations. In 2014, the organization was reorganized and renamed the Directorate-General for Internal Security (DGSI).
