Shuishalian has a complex history involving the aboriginal population and settlers. The aboriginals submitted requests for recognition and rights as early as 1693, yet they remained largely non-acculturated. In the early 19th century, some settlers managed to obtain land reclamation permits by submitting fabricated lease requests. This led to government intervention, and in 1816, troops were dispatched to evict these settlers. Despite the ongoing tensions and the need for a structured approach to land management, multiple officials advocated for the opening up of Shuishalian between 1823 and 1848. However, these recommendations were consistently overlooked, highlighting a disconnect between the officials' insights and the actions taken by the governing bodies. The continued neglect of these recommendations contributed to the ongoing disputes over land use and rights in the region, affecting both the aboriginal communities and the settlers seeking to establish their presence.
