Nestled within the framework of conflict resolution in Africa was the pivotal day when the Addis Ababa Agreement was signed, marking the end of the First Sudanese Civil War. This peace agreement was the culmination of protracted negotiations aimed at quelling nearly two decades of conflict between the northern Sudanese government and the Southern Sudan Liberation Movement (SSLM).
The war, characterized by deep-seated ethnic, religious, and cultural disparities between the predominantly Muslim North and the Christian and animist South, witnessed significant loss of life and displacement. By the conclusion of hostilities, an estimated half a million to a million lives had been lost, with countless others displaced or refugees.
The Addis Ababa Agreement was brokered through the mediation efforts of the World Council of Churches and the All Africa Conference of Churches, alongside significant contributions from various international stakeholders. This accord established the framework for the Southern Sudan Autonomous Region - a significant stride towards autonomy and self-governance for the southern provinces of Bahr el Ghazal, Equatoria, and Upper Nile.
This agreement granted the South a degree of political autonomy with its regional government, a separate budget, and legislative structures, whilst remaining part of the Republic of Sudan. The Southern Regional Assembly and the posts of President for the High Executive Council provided pathways for the South to have substantive administrative and political control over its affairs, and addressed issues such as language, culture, and local governance.
The broader impact of the signing bore significance beyond Sudan, prompting discourse on self-determination, autonomy, and the role of mediated peace agreements in resolving grievous civil conflicts. Though the peace held for over a decade before conflict reemerged, the Addis Ababa Agreement stands as a critical reference model in the annals of peace and conflict studies.
