Assassination of Luagalau Levaula Kamu

On July 16, 1999, Luagalau Levaula Kamu, Samoa’s Minister of Public Works and a senior member of the ruling Human Rights Protection Party (HRPP), was shot and killed at a political fundraiser held at the EFKS Hall in Apia. His assassination shocked the nation, as Samoa had been known for its peaceful political environment.
Investigations revealed that the killing was politically motivated and planned by senior figures within the HRPP. Fa’amoetauloa Mathew Tuilaepa was identified as the gunman. He acted on the orders of Toi Aukuso Cain, then Minister of Works, and Leafa Vitale, then Minister of Women’s Affairs. The motive behind the plot was rooted in internal party conflicts and power struggles.
All three men were arrested, tried, and convicted. Fa’amoetauloa Mathew Tuilaepa was found guilty of murder, while Toi Aukuso Cain and Leafa Vitale were convicted of conspiracy to murder.
Each of them was sentenced to life imprisonment.
The assassination exposed deep divisions within the HRPP and raised concerns about political stability and governance in Samoa. It remains one of the most significant events in the country’s modern political history.
