In January 2011, Prince Andrew met President Aliyev at the World Economic Forum in Davos, Switzerland, at a time when the Tunisian Revolution was reaching its peak. The timing of the meeting drew criticism, as protests in Tunisia had already led to the fall of President Zine El Abidine Ben Ali, and unrest was spreading to other countries. Observers questioned the appropriateness of maintaining close ties with leaders whose governance records were under increasing international scrutiny.
By that point, Prince Andrew had developed a longstanding relationship with Azerbaijan, having visited the country multiple times between 2005 and 2011, including several private trips. Azerbaijani media outlets reportedly referred to him as a “dear guest,” reflecting the frequency of his visits and the visibility of his engagement with the country’s leadership. His interactions were part of broader efforts to promote British business interests abroad.
In March 2011, reports emerged that Prince Andrew had lobbied Mark Field, then chairman of the UK Parliament’s all-party group on Azerbaijan, to encourage greater British investment in the country. This development added to criticism of his role, particularly in light of concerns raised by human rights organizations regarding Azerbaijan’s political environment.
The controversy extended beyond Azerbaijan, as Prince Andrew’s past associations with figures linked to the governments of Tunisia and Libya also came under renewed attention during the Arab Spring. Later in 2011, he stepped down from his position as the UK’s Special Representative for International Trade and Investment, ending a role he had held since 2001.
