In March 2022, a grave incident occurred in central Mali where Malian troops, alongside suspected Russian mercenaries from the Wagner Group, executed approximately 300 civilian men, as reported by Human Rights Watch. This shocking event unfolded against the backdrop of France's withdrawal of troops from Mali, which began in February 2022, marking the end of Operation Barkhane. The situation escalated further on May 2, when the Malian military government announced the termination of defense accords established with France in 2013, signaling a significant deterioration in Malian-French relations. This decision has drawn criticism from French authorities, who deemed it 'illegitimate.' A United Nations panel highlighted the alarming trend of violence, reporting that in the first quarter of 2022 alone, 543 civilians were killed and 269 wounded. The ongoing violence poses a serious threat to the 2015 peace agreement between the Malian government and pro-independence groups, raising concerns about a potential resurgence of conflict for the first time in five years. Additionally, the report indicated a sharp increase in the number of individuals requiring humanitarian assistance compared to the previous year, underscoring the dire humanitarian situation in the region.
