In September 1995, the Council of State, previously led by David D. Kpormakpor, transitioned to a new leadership under civilian Wilton G. S. Sankawulo. This new council included prominent factional leaders such as Charles Taylor, Alhaji Kromah, and George Boley, reflecting the complex political landscape of Liberia during this period. However, tensions escalated in April 1996 when supporters of Taylor and Kromah launched an assault on the headquarters of Roosevelt Johnson in Monrovia, leading to a collapse of the peace accord that had been established. The situation prompted renewed efforts for peace, culminating in a new ceasefire agreement reached in Abuja, Nigeria, in August 1996. Following this, on September 3, 1996, Ruth Perry succeeded Sankawulo as chairwoman of the Council of State, with the same militia leaders remaining in the council. This period was marked by significant political instability and the ongoing struggle for peace in Liberia, highlighting the challenges faced by the transitional government in uniting various factions and restoring order in the country.
