Hungary enacted legislation tightening regulations on non-governmental organizations (NGOs) receiving foreign funding. The new law mandates that NGOs receiving more than 24,000 euros annually from foreign sources must register as organizations funded from abroad and disclose foreign donors. Additionally, these NGOs are required to label publications and websites to indicate this status. The government argued the move was a measure to increase transparency and national security. However, it sparked significant international criticism.
The law is widely seen as part of a broader crackdown on civil society and perceived efforts by Prime Minister Viktor Orbán's government to curb influence from figures like George Soros, a Hungarian-born financier and philanthropist. Soros's Open Society Foundations, which support democracy and human rights globally, have been particularly targeted by Hungarian authorities, who accuse the organization of backing illegal migration and undermining national sovereignty.
International bodies, including the European Union and various human rights organizations, voiced grave concerns. Human Rights Watch warned it would stigmatize NGOs and obstruct their operations.
The legislation not only strained Hungary's relationship with Western allies but also created a chilling effect on civil society within the country. NGOs reported increased pressure and scrutiny, with some opting to scale back operations or shut down entirely. Critics of the law argued that it imperiled the social fabric by suppressing voices critical of the government and reducing the capacity of NGOs to provide essential services and advocacy.
The broader implications point towards the growing trend of populist governments clashing with international norms regarding human rights and civil liberties. The move set a precedent within the region, influencing other countries with similar political climates.
