In 1993, the Commonwealth of Dominica introduced its Citizenship by Investment (CBI) Program, marking a significant step towards strengthening the nation’s economy. This program allowed foreign individuals to acquire Dominican citizenship through financial contributions, making it one of the earliest and most accessible programs of its kind in the Caribbean.
Facing economic challenges in the early 1990s, Dominica sought innovative ways to attract foreign investment. The government launched the CBI Program to boost national development, improve infrastructure, and create job opportunities. Investors could obtain citizenship by making a non-refundable donation to the Economic Diversification Fund (EDF) or investing in approved real estate projects.
The program quickly gained global recognition for its affordability, efficiency, and strict due diligence procedures. Applicants were not required to reside in Dominica, and successful investors gained visa-free or visa-on-arrival access to over 140 countries, including the European Union, the United Kingdom, and China.
Over the years, the CBI Program became a cornerstone of Dominica’s economy. Funds from the program contributed to building hospitals, schools, roads, and recovery efforts following natural disasters like Hurricane Maria in 2017. The initiative also helped strengthen Dominica’s eco-tourism sector, aligning with the island’s goal of becoming the world’s first climate-resilient nation.
Dominica’s Citizenship by Investment Program not only transformed the island’s economy but also set a global benchmark for similar programs. It continues to attract investors seeking security, mobility, and new opportunities, securing Dominica’s position as a leader in the Caribbean investment landscape.
