Boeing, along with SSL and The Carlyle Group, has been implicated in providing technological support to the Chinese People's Liberation Army (PLA) for mass surveillance operations. This collaboration reportedly includes enabling surveillance on ethnic minorities, particularly the Uighur Muslims in the Xinjiang autonomous region. The technology involved includes advanced satellites that facilitate high-speed internet access, which has been utilized not only for domestic surveillance but also for strategic military purposes, such as monitoring activities in the South China Sea. The satellites are sold to AsiaSat, a joint venture between The Carlyle Group and the Chinese state-owned CITIC, which then leases satellite capacity to various Chinese enterprises. While the companies involved have claimed that they did not intend for their technology to be used by China's Ministry of Public Security or the police, the implications of their actions have raised significant concerns regarding human rights and the extent of surveillance in China.
