The Ramlet al-Baida beachfront had become an informal refuge for families displaced by escalating cross-border fighting between Israel and Hezbollah. Hundreds of civilians were believed to be sheltering in tents along the coastline at the time of the strike. The incident added to growing civilian displacement in Beirut, with some survivors leaving the seafront immediately after the attack and moving further north along the Lebanese coast.
