In the late 19th century, a settlement named Franceville, now known as Port Vila, proclaimed independence under the guidance of Mayor Ferdinand Chevillard. This declaration included the adoption of a new flag featuring red, white, and blue with five stars. At the time, the New Hebrides, an archipelago comprising today's sovereign state of Vanuatu, was subject to both British and French colonial interests. The dual administration system often led to strained relations and divided allegiances among the settlers and indigenous population. Mayor Chevillard, leading a community consisting mainly of European settlers and indentured laborers, sought to establish a separate identity for Franceville. This local government aimed to project unity and autonomous control over their affairs through the stated independence. The new flag symbolized their aspiration for a unique identity, distinct from the colonial powers' influence. The impact of Franceville's declaration was limited but historically notable. It was one of the first recorded instances of settlers and local communities attempting to establish self-governance in the region. Although short-lived and largely ignored by the major colonial powers, this effort underscored the growing discontent with colonial oversight and foreshadowed future independence movements. Over the next several decades, Vanuatu went through significant changes, leading eventually to the joint Anglo-French Condominium government. Continued resistance from the local population, coupled with changing geopolitics, ultimately led to Vanuatu's full independence many years later.
