The UN General Assembly adopted the Global Compact on Refugees with the aim to enhance the response to large-scale refugee movements and to ensure greater support for refugees and host countries. This development was rooted in the broader context of increasing global displacement. Conflicts, persecution, and other crises had led to record numbers of people being forced to flee their homes. At the time of adoption, more than 25.4 million refugees were under the mandate of the United Nations High Commissioner for Refugees (UNHCR). The Global Compact on Refugees was primarily structured around four key objectives: easing pressures on host countries, enhancing refugee self-reliance, expanding access to third-country solutions, and supporting conditions in countries of origin for return in safety and dignity. This approach was designed to bring about a more predictable and equitable burden- and responsibility-sharing mechanism among UN member states. Significantly, the compact emphasized the need for inclusive education, livelihoods, and health services for refugees, aiming to improve their quality of life while benefiting host communities. The document was non-binding but carried a strong moral force, urging international cooperation and solidarity. The adoption of the compact was a milestone in refugee protection and international cooperation, viewed as a framework for more sustainable and systematic assistance.
