Global Convention Against Torture: Comprehensive measures for prevention, accountability, and justice for survivors.

The UN General Assembly adopted the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment with the objective of eradicating torture globally. The adoption of this convention followed widespread recognition of the need for a dedicated international treaty focused on combating torture and advocating for the rights of victims. The Convention laid out comprehensive measures to prevent torture, ensure accountability, and provide support and justice to survivors. Among these measures, it required signatory states to take effective measures to prevent acts of torture within their jurisdictions, including legislating against such acts and ensuring that torture is recognized as a criminal offense with appropriate penalties. It also mandated the establishment of systematic review procedures over practices related to detention and interrogation to prevent torture and ill-treatment. An important provision of the Convention was the prohibition of returning individuals to any state where there are substantial grounds to believe they would be in danger of being subjected to torture. This principle of non-refoulement became crucial in protecting refugees and asylum seekers, ensuring their safety was considered before any repatriation. In terms of monitoring and compliance, the Convention established the Committee Against Torture, tasked with overseeing the implementation of the Convention's provisions. This Committee reviews regular reports submitted by state parties and addresses complaints put forward by individuals alleging systematic torture. To date, the Convention has been ratified by over 160 countries, illustrating a broad international commitment to eliminating torture. However, global efforts to combat torture are ongoing, with various reports and advocacy efforts illustrating that instances of torture and ill-treatment persist in several regions. This underscores the continuous need for vigilance, international cooperation, and support for the principles enshrined in the Convention.
