1967 Protocol Expands the International Refugee Protection Framework

The Protocol Relating to the Status of Refugees significantly expanded the international refugee protection framework by removing the temporal limitations that were originally established in the 1951 Convention. Prior to the Protocol, the Convention's protections were only applicable to individuals who became refugees as a result of events occurring before January 1, 1951. This limitation restricted the ability of states to provide protection to refugees who fled conflicts and crises occurring after that date. By entering into force, the Protocol allowed states to apply the substantive protections of the Convention to new refugee situations, thereby broadening the scope of international refugee law. This change was crucial in transforming the postwar refugee regime into a more universal and ongoing framework for international protection.
