On December 28, 1999, Saparmurat Niyazov, the first president of Turkmenistan, was declared President for Life by the Mejlis (parliament). Niyazov had been in power since Turkmenistan's independence from the Soviet Union in 1991, and his presidency was marked by extreme authoritarianism, censorship, and the creation of a personality cult. His declaration as President for Life cemented his total control over the country, as the Mejlis essentially eliminated the possibility of democratic transitions. Under Niyazov’s rule, Turkmenistan became increasingly isolated from the rest of the world, with Niyazov controlling all aspects of political, economic, and social life. He introduced numerous eccentric policies, such as renaming months of the year after himself and his family, and constructed grandiose monuments in his honor. His declaration as President for Life was part of his broader effort to centralize power and ensure that his rule would remain unchallenged until his death in 2006.
