After gaining independence, São Tomé and Príncipe faced the challenge of establishing a stable administrative framework. Within a short time, the government decided to restructure the nation to improve governance and resource management. As a solution, São Tomé and Príncipe was divided into two provinces: São Tomé Province and Príncipe Province. This administrative division occurred to facilitate more efficient governance and focus on the unique needs of each region. Alongside this provincial division, six districts were established to further enhance local administration. This restructuring aimed to decentralize political power and allow for more locally focused governance, directly addressing regional issues and enabling more tailored economic development policies.
