Russian President Vladimir Putin warned the United States that plans to deploy elements of a missile defense system in Eastern Europe could damage relations between the two countries and affect existing arms control agreements. The warning came during talks in Moscow, Russia, with visiting U.S. officials, as tensions continued over Washington’s proposal to place missile interceptors in Poland and a radar tracking station in the Czech Republic.
The United States said the missile defense system was designed to protect Europe and North America from potential missile threats from countries such as Iran. The proposed system included interceptor missiles stationed in Poland and a radar installation in the Czech Republic, with deployment expected in the following years. Russian officials argued that such installations near Russia’s borders could undermine the country’s strategic security and alter the military balance in Europe.
During the discussions, Putin stated that Russia viewed the project as a potential threat and urged Washington to reconsider the plan. He also warned that Russia might withdraw from a Cold War era treaty limiting certain types of nuclear missiles if the agreement was not expanded to include other countries. The remarks appeared to reference the 1987 Intermediate-Range Nuclear Forces Treaty, which banned land based missiles with ranges between 500 and 5,500 kilometers.
The disagreement over missile defense had been building earlier in 2007 after the United States formally announced the proposal to deploy the system in Eastern Europe. Russian officials repeatedly criticized the project and suggested that it could lead to retaliatory military measures, including adjusting Russian missile targeting in Europe. The dispute became one of several issues affecting U.S.–Russia relations during the later years of the administration of U.S. President George W. Bush.
The issue remained under discussion in subsequent diplomatic exchanges between Washington, Moscow, and European governments. Negotiations and debates over missile defense continued in the following years, reflecting broader disagreements between Russia, the United States, and NATO regarding security arrangements in Europe.
