The Free State of the Isthmus, known as 'Estado Libre del Istmo', emerged from a declaration of independence led by Tomás de Herrera, who held the title of Superior Civil Chief. This movement was supported by various local authorities in the region. The establishment of this new state marked a significant shift in the political landscape of Panama, as it sought to create its own identity separate from New Granada. The Free State of the Isthmus aimed to forge external political and economic relationships, which were crucial for its development and stability. By the time the constitution was drafted, it included provisions that allowed for the possibility of rejoining New Granada, but only under the condition of being recognized as a federal district, indicating a desire for autonomy while maintaining some ties to the larger nation.
