The League of Nations formally allocated the administration of Palau to Japan as a Class C Mandate following the end of World War I. Prior to this, Palau had been part of the German colonial empire since the late 19th century. The decision was part of the broader reallocation of German territories in the Pacific and Africa by the Allied powers.
Class C Mandates were a category under which the League of Nations placed territories considered to require long-term administration. These territories were deemed not yet ready to govern themselves. Japan’s mandate over Palau allowed it to control the islands under the requirement that it promote the well-being and development of the local population.
Japan invested in the islands' infrastructure, establishing schools, hospitals, and harbor facilities in Koror, which facilitated economic activities such as fishing and agriculture. Japanese settlement in Palau increased, with many Japanese nationals moving to the islands and contributing to the local economy. This period saw a rise in Palau’s economic output, albeit under the administrative control and benefit of Japan.
The Japanese administration also left an impact on the cultural landscape of Palau. Elements of Japanese culture, language, and societal organization started integrating into Palauan society, influencing customs and daily life. However, the control over the indigenous population and the prioritization of Japanese settlers over local needs created tensions that occasionally surfaced.
Statistically, the population of Japanese nationals in Palau rose significantly, with some estimates suggesting that Japanese settlers comprised almost half the population at the peak of migration. This demographic shift impacted the socio-economic dynamics of the islands.
The mandate continued until the outbreak of World War II, which saw Palau becoming a strategic military site for Japan. Following the war, administration of Palau shifted again under international agreements, leading to significant long-term implications for the region's governance and cultural heritage.
