Nokia signed an agreement with the Cluj County Council in Romania in 2007 to establish a mobile phone manufacturing plant in the commune of Jucu, located near the city of Cluj-Napoca. The agreement was part of Nokia’s broader strategy to expand its production footprint in Eastern Europe, aiming to improve supply chain efficiency and reduce delivery times to European markets. The project was supported by local authorities, who facilitated the allocation of land within an industrial park and provided infrastructure support for the development.
Construction of the facility progressed rapidly, and the plant began operations in 2008. It became one of Nokia’s key manufacturing sites in Europe, producing mobile devices for international distribution. At its peak, the factory employed several thousand workers and played a role in the local economy by attracting related suppliers and logistics operations to the region.
In 2011, Nokia announced the closure of the Jucu plant as part of a restructuring plan to shift manufacturing closer to Asian markets. Production at the site ended later that year, affecting approximately 2,200 employees. The closure marked a relatively short operational period for the facility, which had been active for about three years after production began.
