The Science and Technology Act of 2003 was a significant legislative measure aimed at enhancing the scientific and technological landscape of the nation. This act led to the establishment of the National Commission for Science and Technology, which was designed to oversee and promote scientific research and innovation. Additionally, the act created a Science and Technology Fund intended to finance research initiatives and studies through government grants and loans. However, despite the establishment of these important structures, the Science and Technology Fund did not become operational until 2011, highlighting a delay in the implementation of the act's provisions. The operationalization of the fund was crucial for providing the necessary financial support to researchers and institutions engaged in scientific endeavors. By 2014, the fund was still not functional, raising concerns about the commitment to advancing science and technology in the country. The Secretariat of the National Commission for Science and Technology has since been involved in reviewing the Strategic Plan for Science, Technology, and Innovation, aiming to align national priorities with research and development efforts. This ongoing review process is essential for ensuring that the objectives of the Science and Technology Act are met and that the nation can effectively harness the benefits of scientific advancements.
