In March 1994, the Interim Government of Amos Sawyer was succeeded by a Council of State, led by David D. Kpormakpor, amidst a backdrop of renewed armed hostilities in Liberia. The year saw a significant split within the United Liberation Movement of Liberia for Democracy (ULIMO), resulting in two factions: ULIMO-J, a Krahn faction led by Roosevelt Johnson, and ULIMO-K, a Mandingo-based faction under Alhaji G.V. Kromah. Despite the faction leaders agreeing to the Akosombo peace agreement in Ghana, the accord had little impact on the ongoing violence. By October 1994, the United Nations reduced its observer presence under the United Nations Observer Mission in Liberia (UNOMIL) to approximately 90 personnel, citing the combatants' lack of commitment to peace. The situation further deteriorated when, in December 1994, the factions and political parties signed the Accra agreement, yet hostilities persisted unabated. This period marked a critical juncture in Liberia's tumultuous history, highlighting the challenges of achieving lasting peace amidst deep-seated divisions and ongoing conflict.
