During the re-election campaign, President Bush garnered substantial support from the Republican Party, facing no primary challenges. His campaign was managed by Ken Mehlman, while Karl Rove played a crucial role in devising the political strategy. The Republican platform prominently featured a strong commitment to the ongoing wars in Iraq and Afghanistan, alongside support for the USA PATRIOT Act. Key policy proposals included constitutional amendments aimed at banning abortion and same-sex marriage, reforming Social Security to allow for private investment accounts, and the creation of an ownership society. Additionally, Bush proposed a guest worker program for immigrants, which faced criticism from conservative factions within the party. The campaign was marked by extensive advertising against Democratic candidates, particularly targeting Massachusetts Senator John Kerry, who emerged as Bush's main opponent. Kerry and other Democrats criticized Bush's handling of the Iraq War and accused him of failing to stimulate economic growth and job creation. In response, the Bush campaign portrayed Kerry as a liberal who would raise taxes and expand government size, while also questioning his consistency on the war in Iraq and his overall decisiveness in the war on terror.
The political landscape was further complicated by the resignation of CIA Director George Tenet, after which Bush nominated Porter Goss to lead the agency. Goss was tasked with purging agency officers deemed disloyal to the administration, resulting in the departure of many senior CIA agents. The agency faced allegations of leaking classified information to undermine the election. Ultimately, Bush's campaign proved successful, as he won 31 out of 50 states, securing 286 electoral votes and achieving an absolute majority of the popular vote with 50.7 percent compared to Kerry's 48.3 percent. This outcome underscored the effectiveness of the Bush campaign's strategies and messaging in a highly polarized political environment.
