Kofi Annan, the UN Secretary-General at the time, presented a comprehensive peace plan aimed at resolving the longstanding conflict in Cyprus, proposing the establishment of a federation. This proposal came after years of division between the Greek Cypriot south and the Turkish Cypriot north, each controlling separate parts of the island since the Turkish military intervention in 1974.
