On January 9, 1996, President Bill Clinton vetoed one of two earlier welfare reform bills before the passage of the Personal Responsibility and Work Opportunity Act. He vetoed both bills because they did not sufficiently balance moving people from welfare to work with maintaining a safety net for the most vulnerable. Clinton aimed to find a compromise that would reform welfare while protecting the most disadvantaged, which led to the final version of the bill being signed into law in August 1996.
