The Emancipation Proclamation was a pivotal document in American history, emerging from the context of the Civil War. The War Governors' Conference, composed of state leaders, expressed their support for a measure that would not only aim to weaken the Confederacy but also redefine the purpose of the war. On September 22, Lincoln issued the preliminary Emancipation Proclamation, which declared that all slaves in states that were in rebellion against the Union would be free as of January 1 of the following year.
