According to diplomatic reporting, the increased military presence was intended to apply pressure on Tehran while negotiations continued.
One of the key points of disagreement during the discussions involved the scope of the negotiations. U.S. representatives sought to expand the talks beyond nuclear issues to include Iran’s ballistic missile stockpile, while Iranian officials insisted that negotiations should remain limited to nuclear restrictions and relief from economic sanctions.
